Why do computer virus exist?

who really made it is it the programmers who compile the codes? and why some computer programmer's can make it? is it really fascinating? and why that the internet can't control it or neutralize it? is it because they just let it? please anybody give me some info's about it so i will not be broad over and be illuminated about it, thank you and Godbless..............
